The Lagos State House of Assembly has said that any contract or Memorandum of Understanding signed by the Executive arm of government without recourse to the House is not binding on the Legislature. The Leadership reports
The Speaker of the House Rt Hon Mudashiru Obasa made this known after the remarks of Hon Gbolahan Yishawu on the Memorandum of Understanding signed between Lagos State government and a United Kingdom based firm for the latter to maintain 1,000 Street lights in Lagos without knowledge of the House.
He therefore ordered that the Commissioner for Energy and Water Resources Mr. Olowu Olawale Wasiu General Manager Lagos State Electricity Board Engr (Mrs) Ibilola Kasunmu and Permanent Secretary Ministry of Energy and Water Resources Olujimu Hotonu and Attorney General and Commissioner for Justice of the State Mr. Adeniji Kazeem to appear before the Ad-Hoc Committee on Energy and Mineral Resources to give an insight into the Memorandum of Understanding (MOU) signed with the United Kingdom based firm.
The Speaker stated further that the Committee has one week to submit its report Hon Bisi Yusuf noted that members of the House should have first hand information about such an important MOU on maintenance of Street light instead of reading about it in a Newspaper.
Hon Gbolahan Yishawu wondered why the House was not carried along for proper appropriation of fund.
